As for the Jack/Ianto, I tend to think it's fairly balanced overall - they each care about the other very much indeed, they may even love each other, but Ianto still loves Lisa more, the same way Gwen loves Rhys more. (Jack just loves everyone as much as, and in every way he can get away with...) But I like to think that what they have is enough to keep them happy. (:
